To lead the formulation of major strategies, program and major policies for our country to deal with climate change, organize the implementation of concrete measures and actions to reduce, curb and adapt to climate change, organize the publicity drive for the awareness of response to climate change, study and put forward legislative suggestions on related laws and regulations; 3. To organize the formulation and renewal of the state plans for response to climate change and implement accordingly, guide and assist the formulation and implementation of sector, industry and local plans; 4. To take the lead in undertaking the work related to honoring the state obligations to the UN’s Framework Convention on Climate Change, organize the compilation of bulletins of state implementation of the Convention, to be responsible for compiling the state greenhouse gas emission list; 5.
