To assist the ministers in coordinating and addressing administrative affairs and day-to-day work of the Ministry, undertake the organization and arrangement for important ministerial meetings; to organize the drafting of development plans of civil affairs undertakings as well as general documents, organize and coordinate the study, investigation and research of civil affairs theories and the activities of honoring model units in the civil affairs system; to organize the drafting of laws, regulations and administrative provisions regarding civil affairs work and take charge of their implementation supervision by the Ministry; to be responsible for the press and publicity, publication and distribution, administration of newspapers and magazines and the administrative information of the Ministry; to be responsible for the ministerial documents circulation, confidential work and secrets protection, archives management, complaint correspondence and office automation; </p>

To undertake the work of international communication and cooperation; to undertake the work of communication and cooperation with Hong Kong, Macao Taiwan; to undertake the work of the temporary settlement and repatriation of the international refugees with related departments.</p>

To formulate planning for the development of civil administration and the standard of the construction of infrastructural facilities for civil administration; to guide and supervise the management of the fiscal appropriation for civil affairs from the central government; to guide the financial work of the ministry; to be responsible for the management of the state-owned assets and the audit work of the ministry and departments directly under the ministry; to be responsible for the management of the statistics about civil affairs.</p>

To formulate the guidelines, policies and regulations for the administration zoning and place naming and supervise their implementation; to put forward general plans for administration zoning and suggestions for related system reform; to be responsible for the review, verification and application approval of the establishment, repeal, name change and border change of administrative regions as well as the relocation of the government residence; to be responsible for the review, verification and application approval of serialization and abbreviation of provinces, autonomous regions, municipalities and special administrative regions; to undertake review, verification and application approval of nominations and change of nominations for administration zoning, important natural geographic entities, international public areas, astronomic entities and borders; to formulate rules for the translation of Chinese names into names in minority languages and foreign languages; to standardize the placement and administration of name signs across the country; to be responsible for the editing, review and verification of reference books of domestic and foreign standard names; to participate in the activities of UN and international organizations of place names; to organize, coordinate and guide the survey, confirmation and administration of the provincial and county-level administrative region borders; to be responsible for the investigation, mediation and solution of provincial border disputes; </p>

To study and put forward opinions and suggestions on the strengthening and improvement of the building of grassroots political power; to formulate guidelines, policies and regulations for the building of grassroots autonomous organizations and communities and guide their implementation; to guide the training and honoring of the carders of grassroots autonomous organizations and community organizations; to guide the democratic election, democratic decision making, democratic administration and supervision of villager (resident) committees, push forward the self-administration of village affairs and building of grassroots democratic politics for the community growth; to formulate guidelines and policies for the administration of marital affair and the administration methods for marriage service agencies; to advocate reform of marriage customs and traditions; </p>

To formulate planning, policies and standards for social relief and improve the social relief systems in the urban and rural areas; to organize the work of the minimum living standard, medical relief and temporary relief for urban and rural residents; to formulate the policies of the social relief for the five-guarantee families; to undertake the allocation and supervision of the funds for minimum living subsidy from central budget; to participate in the formulation of measures for housing, education and judicial aid; to undertake the management of the information about the state’s social relief. </p>

To formulate the policies for disaster relief; to undertake the organization and coordination of disaster relief work; to organize the construction of emergency response system of disaster relief; to undertake the work of verifying the disaster situation and releasing the disaster news; to undertake the management, distribution and use of the funds and supplies allocated for disaster relief from the central government; to cooperate with related departments in the organization and coordination of the transfer and resettlement work, subsidies for restoration and reconstruction of the damaged houses in the rural areas and livelihood relief for the disaster victims; to undertake the work of livelihood materials reserve for disaster relief of the central government level; to organize and guide the donation for disaster relief; to formulate plans for disaster alleviation and undertake the international cooperation for disaster alleviation</p>

To formulate settlement plans and implementation programs for the discharged conscripts, demobilized volunteer soldiers and carders, and retired army carders and carders retired from army without military status, organize and guide the activities of supporting the army and giving preferential treatment to families of servicemen and martyrs in order to support the construction of the army and national defense; to formulate honoring methods for revolutionary martyrs and people died or injured on public duties; verify and apply for the approval of protection units of major national martyr memorial buildings; to formulate welfare standards for the retired army carders and carders retired from army without military status and administrative methods for the Sanatoriums of Retired Army Carders; to formulate plans and policies for training and use of talents needed for both localities and the military; to formulate deployment plans of military supply depots; to undertake the day-to-day work of the Leading Group for Supporting the Army and Preferential Treatment to Families of Servicemen and Martyrs; </p>

To formulate guidelines, policies and regulations on the administration of social organizations and private and non-enterprise institutions and supervise their implementation; to be responsible for the registration and annual inspection on nation wide social organizations, inter-provincial (including autonomous regions and municipalities) organizations, organizations in inland from Hong Kong SAR and Macao SAR and Taiwan, organizations of foreigners and international organizations in China; to study and put forward admission fee standards and financial administrative methods; to supervise the activities of the organizations, investigate and punish law violations and illegal organizations engaging in activities without registrations; to guide and supervise the registration administration of local organizations; to be responsible for the registration and annual inspection of the private and non-enterprise institutions belonging or attached to the central government departments; to study and put forward administrative methods regarding financial affairs and fee collections; to investigate and punish law violations by the private and non-enterprise institutions and the private and non-enterprise institution without registration; to guide and supervise registration administration of local private and non-enterprise institutions</p>

To draw up the drafts of laws, regulations and rules; to undertake the verification of the legitimacy of related regulation documents; to undertake the work related to administrative review and administrative proceedings.</p>

To undertake the work of human resource and establishment of the organizational structure of the Ministry and its subordinate departments; to undertake the technological management and the profession standardization of civil undertakings; to associate with related departments to formulate the planning, policy and professional norm for the development of social works; to promote the talents squad construction and volunteer squad construction.</p>
