Main Functions(Profile):
1. To formulate guidelines, policies, laws, regulations and development programs on customs work and organize their implementation, supervision and inspection.
2. To study and formulate byelaws and detailed rules of implementation for customs duty collection and administration, organize and implement the collection and administration of import and export duties and other taxes and fees, execute law-based counter-dumping and counter-vailing measures.
3. To organize and conduct supervision and administration on transport vehicles, cargos, luggage and post articles and other goods crossing borders, study and formulate supervision and management systems for processing trade, bonded areas, bonded warehouses, bonded factories and other bonded operations and organize their implementations.
4. To study and formulate the Commodity Classification Catalogue of Import and Export Goods, formulate origin rules for import and export commodities, organize and implement the customs protection of intellectual property rights.
5. To compile the statistics of nationwide import and export trade, release statistic information about nationwide import and export trade.
6. To undertake centrally the cracking down on smuggling, organize the investigation and punishment of smuggling cases, organize customs suppression on smuggling, take charge of the monitoring, detention, arrests and preliminary hearings in regard of smuggling crime cases.
7. To establish regulations and rules for customs inspections and organize the implementation accordingly.
8. To study and formulate overall programs for the ports open-up to the outside and the detailed and standardized measures and methods for ports and examine and approve open-ups for ports.
9. To carry out vertical management of customs offices across the nation, manage the nation’s customs department establishments, staffing, payrolls and welfare, education and training as well as appointments and dismissals of leaders under the Customs Office.
10. To study and formulate development programs for customs S&T, organize and implement the administration of customs information technology, manage the fiscal funds, fixed assets and capital construction of the customs.
11. To conduct international cooperation and exchanges in respect of customs affairs.
12. To undertake other assignments entrusted by the State Council.

To assist the Customs Office leaders in studying and formulating guidelines and policies, development programs, and comprehensive reform plans for customs work and organize implementation accordingly; to study and draft annual work plans and summaries for the Customs Office, as well as general applications, instruction requests, reports, leaders’ speeches, meeting documents and other important draft documents; to organize the Customs institutions in conducting policy studies. 2.To assist the Customs Office leaders in daily routines, set up and maintain work rules for Customs Office daily operations and internal and external liaisons. 3. To coordinate the delimitation of customs operations, and the functions and responsibilities of Customs Office departments and institutions. 4. To study and put forward document processing rules for the Customs Office and organize their implementation; to examine and verify various documents and telegrams prepared and issued in the mane of the Customs Office. 5. To study and put forward rules for the management of documents and secrets protection of the customs institutions and organize implementation accordingly; to undertake the receiving, forwarding, printing, binding and archiving of documents and telegrams of the Customs Office departments; to administer the seals and stamps of the customs institutions and control the seals of the Customs Office. 6. To study and put forward administrative methods and annual plans for national customs meetings and organize implementation accordingly; to undertake the preparations and arrangement for the CPC Leading Group meetings, regular meetings, office meetings and other general meetings of the Customs Office, as well as the national customs comprehensive meetings. 7. To organize the implementation of the directives of senior state leaders and the Customs Office leaders, various comprehensive meetings, received documents and various other forms of supervision inspection for implementation. 8. To study and put forward management methods for the national customs administration information and organize implementation accordingly, to undertake the editing and release of the various Customs Office information and bulletins. 9. To study and put forward administrative methods for national customs press and publicity and organize implementation accordingly; to undertake the press release of the Customs Office. 10. To study and put forward programs and norms for opening ports to the outside and organize implementation accordingly; to organize and promote the “Easy Clearance System”; to undertake review and approval for the open-up of ports. 11. To study and formulate administrative regulations and rules for the customs (including anti-smuggling police, hereafter referred to as the same) fund credit and debit, taxation submission, fiscal accounting, capital construction, fixed assets, vehicles and boats equipment, as well as confiscated property. 2. To review and verify, compile and administer the national customs budgets and final accounts, handle the drawing and appropriation of various expenses and accounting computation, and take charge of the integrated payment of customs institutions from the State Treasury. 3. To organize and administer nationwide customs capital constructions, as well as to review, approve and assign capital construction tasks; to take charge of the housing system reform in the customs institutions. 4. To administer the funds of various taxes and fees as well as revenues of confiscations and accounting computation. 5. To administer the customs fixed assets and real estate, as well as the vehicles, boast and other transport equipment, uniforms, operational documents and certificates. 6. To be responsible for the safekeeping, selling and disposal of the confiscated properties. 7. To supervise and inspect the properties and equipment of the customs institutions. 8. To administer the review and approval of duty reduction and exemption of imported equipment for national customs technical renovation projects and the review and approval of national customs machinery and electric equipment importation. 9. To study and put forward regulations and rules for the fiscal accounting of the national customs undertaking institutions (including various local customs department service centers) and organize implementation accordingly; to administer the administrative fee collection and economic entities of S&T and logistic services. 10. To be responsible for the daily fiscal accounting of the Customs Office and the Anti-smuggling Department of the Customs Office. 11. To liaise with and guide the Goods and Equipment Supply Center of the Customs Office. 12. To liaise with Audit Bureau of the Customs Office.
  3. International Cooperation Department

    •     1. To study and put forward development programs and annual plans for customs international cooperation and organize implementation accordingly. 2. To study and formulate regulations and rules for the customs foreign affairs and organize implementation accordingly and undertake foreign affairs reception work. 3. To organize and coordinate exchanges and cooperation with World Customs Organization and other related international organizations; to participate in the formulation of customs international treaties and legal documents, handle joining or acceptance formalities and coordinate implementation accordingly; to organize and coordinate related formalities for international negotiations and signing of cooperation agreements and coordinate implementation accordingly. 4. To organize and coordinate customs exchanges and cooperation with foreign countries, Hong Kong, Macao and Taiwan regions, bilateral negotiations in respect of international customs technology cooperation and reciprocal assistance cooperation agreements and handle related formalities of agreement signing and organize implementation accordingly. 5. To undertake international cooperation meetings and negotiations of regional customs and the bilateral cooperation with our country by various foreign countries within the framework of regional international customs cooperation. 6. To organize and participate in the WTO and other multilateral trade talks concerning customs operations, coordinate and perform relate promised obligations and implement related multilateral agreements. 7. To handle the review and approval formalities for personnel of the customs institutions to make official visits abroad and foreigners to visit China at invitation; to administer external liaison centrally. 8. To study and put forward development programs, regulations and rules for the customs S&T and organize implementation accordingly; to undertake the work of the S&T Application Leading Group Office of the Customs Office. 2. To organize the development, promotions, application, function and management of national customs operation informationization system and manage centrally the external network connection and exchange of customs operation data. 3. To study and put forward technical standards and norms for the customs informationizaiton and organize implementation accordingly. 4. To study and put forward technical plans for customs information system and network safety and organize implementation accordingly.; 5. To organize and implement model selections, development and maintenance of national customs technology and equipment in respect of computers, network, communication and anti-counterfeiting. 6. To study and put forward mid-term and long-term programs and annual plans for application development of port electronic law enforcement system, establish work relations with institutions relevant to port electronic law enforcement system, coordinate, organize and push forward the exploitation, experiment and extension of port electronic law enforcement system application projects. 7. To liaise with and guide the National Customs Information Center and the China Electronic Port Data Center.
  5. Anti-smuggling Department

    •     1. To study and put forward work plans for customs anti-smuggling work and organize implementation accordingly, and take charge of the analysis of customs anti-smuggling situation. 2. To study and enact regulations and rules for surveillance of smuggling crimes and organize implementation accordingly and organize direct investigation and punishment for extremely serious and large smuggling crime cases. 3. To administer and guide the administrative law enforcement in the national customs smuggling inspection institutions; to study and put forward administrative law enforcement standards, measures, operation procedures and other applicable laws for investigation and punishment of smuggling, regulation violations and other administrative law-breaking cases, and organize implementation, supervision and inspection accordingly; to handle appeal cases (excluding reconsideration, litigation and administrative compensation) of the specific administrative behaviors of the anti-smuggling institutions; to undertake related work of the Case Cognizance Committee of the Customs Office. 4. To accept and handle criminal compensation cases and criminal appeal cases within the jurisdiction of Anti-smuggling Department of the Customs Office; to administer, guide and handle public security penalties of Anti-smuggling Department of the Customs Office, as well as their reconsideration and responses to prosecution. 5. To study and put forward regulations and rules for fighting smuggling by sea and organize implementation accordingly. 6. To study and put forward regulations and rules for anti-smuggling information and organize implementation accordingly. 7. To study and put forward comprehensive control guidelines, policies and measures for anti-smuggling work and organize implementation accordingly; to undertake the organization, guidance, coordination, supervision and inspection of comprehensive anti-smuggling control in various localities, departments and the customs institutions; to organize and promote the signing of cooperation understanding memoranda for comprehensive anti-smuggling control with various departments, sector associations, large scale enterprises. 8. To study and put forward regulations and rules for the management of customs anti-smuggling police forces, equipment, policing supervision, and discipline inspection and regulation and organize implementation accordingly. 9. To organize the implementation of international (regional) cooperation in respect of customs fight against law violation crimes of smuggling.

  7. Comprehensive Statistics Department

    •     1. To study and put forward the Customs statistical system of import and export trade and other statistical system for customs operations. 2. To compile statistics of import and export trade, administer and release the statistic data of import and export trade, manage centrally the foreign trade statistic consultations and edit customs statistic periodicals. 3. To exercise statistic analysis and early warning monitoring for import and export trade, compile foreign trade index, and conduct customs statistical supervision and enforcement appraisal. 4. To compile customs operation statistics and conduct analysis of customs operation statistics. 5. To administer the number coding of the import and export business institutions and their computer database. 6. To study and put forward management norms of customs clearance agencies and data quality standard system and organize implementation accordingly; to be responsible for the administration of customs declaration clearance data quality and daily operation management; to administer the archives of national customs declaration and supporting documents; to undertake the management of application safety of all declaration data.
  8. Dept of Processing Trade & Bonded Affairs Control

To undertake the actual administration of inspection and acceptance of the bonded areas and bonded export processing areas after review and approval by the Customs Office as entrusted by the State Council. 3. To study and put forward regulations and rules for duty bonded custody of the export goods,the bonded processing trade and organize implementation accordingly. 4. To study and put forward regulations and rules for the customs review and approval of the bonded warehouses, bonded factories and export custody warehouses and the bonded custody of export and import goods and organize implementation accordingly; 5. To study and put forward regulations and rules for the bonded areas, bonded export processing areas and other special custody areas, as well as the custody of bonded goods and organize implementation accordingly. 6. To conduct the operation administration of the Processing Trade Unit Cost Appraisal Office. 7. To participate in the study and put forward the Customs Duty Deposit System for Processing Trade and other management systems and organize implementation accordingly. 8. To undertake the participation of the Customs Office in the State Council Joint Inter-ministerial Meeting of Processing Trade. 9. To undertake the liaison and guidance of the Customs Office on the Export Processing Areas Branch Association of the China Customs Association.

To participate in the study on import/export taxation policies and the adjustment of taxation rules and rates; to undertake the investigation, research and drafting of tariff legislations and the general interpretation work in the taxation law enforcement. 2. To study and put forward administrative regulations and rules of tax and fee collection, reduction, exemption and drawbacks in respect of customs tariffs and import duties and organize supervision of implementation accordingly. 3. To organize the implementation of various national policies and rules in respect of the reduction and exemption of import and export duties and import linkage duties. 4. To study and put forward tax collection and management regulations and rules for the import and export goods of border trade, reciprocal market of border residents, small amount trade to Taiwan and other types of special trade and organize implementation accordingly. 5. To study and put forward regulations and rules of customs valuation for import and export goods; and organize implementation supervision accordingly; to conduct operation management for overseas price investigations; to manage and maintain the commodity price database. 6. To study and put forward customs classification catalogue for import and export commodities and organize implementation supervision; to administer the classification and test of customs commodities, determine the tariff classification of commodities that are difficult to define; to manage and maintain the classification and guidance database for import and export commodities. 7. To study and put forward state rules for import and export commodity origins and organize implementation supervision; 8. To participate in the anti-dumping investigations, organize the implementation of the anti-dumping measures, anti-subsidy measures and guarantee measures and other tariff measures. 9. To organize and participate in the international negotiations of origin rules under individual preferential trade agreements. 10. To conduct operation administration for the customs commodity price information institutions, origin management institutions, commodity classification institutions and test institutions.

To administer the customs administrative reconsiderations, response to prosecutions, and administrative compensations; to take cognizance of administrative reconsideration and appeal cases within the customs jurisdiction, handle the customs response to the administrative prosecutions, and undertake the daily work of Customs Cases Cognizance Committee; to organize the legal supervision of customs law enforcement. 8. To administer the survey, examination, appointment and dismissal, reallocation, exchange and archives for the cadres under the administration of the Customs Office; to manage the selections and training of cadre reserves, the application approval for cadres not under the administration of the Customs Office and the adjustment of leading management teams of the directly affiliated customs institutions, as well as the personnel affairs administration of the Customs departments, directly affiliated institutions in Beijing and overseas resident agencies. 4. To administrate the department establishments, staffing and number of leadership positions; to be responsible for the allocation of functions and responsibilities of the customs institutions. 5. To administer the payrolls, welfare treatment, social security and the appraisal of position titles for the customs staff and employees. 6. To be responsible for the awarding, promotion, demotion and cancellation of the customs ranks. 7. To be responsible for the selection and appointment of cadres in the customs institutions and the supervision of cadres under the administration of the Customs Office. 8. To be responsible for the political check, review and approval and state security education on overseas visits by the personnel of the Customs Office departments, directly affiliated institutions in Beijing and the Customs Office managed cadres in the customs institutions. 9.
