Changsha County, as the No.1 region in Hunan province since ancient times, has a history of over 2200 years as its establishment can be traced back to Qin and Han Dynasties. The name of Changsha County began in 589AD instead of Linxiang County. This ancient and magical land has ever nurtured many famous persons with lofty ideals, such as Huang Xing, Yang Kaihui, Tian Han, Xu Teli, Xu Guangda, Li Weihan, Liu Zhixun, Liao Mosha, Yang Yulin, Miao Boying, and so on. It is also the hometown of Zhu Rongji, former Premier of State Department, and Li Tieying, former vice chairman of the NPC Standing Committee. The county has a total population of 765,000, covering a total area of 1997 square km, 20 township, 228 administrative villages and 41 resident committees.

Changsha County has beautiful natural environment with Xiangjiang River and its anabranches Liuyang River and Laodao River flowing through the territory and nurturing the land and people near the bank. The county, in the subtropical monsoon humid climate, has plenty of rainfall, dense rivers, fertile land, and rich products, so it enjoys the reputation of a land flowing with milk and honey since ancient times. The forest coverage rate of the county has reached 43.5 percent and the afforestation area per capita is 35 square meters. The quality of air and the drinking water sources have reached the national first-class standard. At present, the country has won a series of honors, such as National Healthy County, National Beautiful Environment County, Prize for China Habitat Environment Paradigm, National Garden County, State Ecological Demonstration County, National Virescence Model County, and so on.

Changsha County has great advantages in traffic location. It cinctures the urban area of the provincial capital Changsha City from the north, east and south. Located in the core area of the economic circle of Changsha-Zhuzhou-Xiangtan city, it has built an interactive three-dimensional transport network in water, land and air. Xiangjiang River and Liuyang River runs to the sea and deep water terminal in kiloton level Xianing Newport operates orderly. Huanghua International Airport has opened 75 domestic and international airlines which could lead to Hong Kong, Macao, Bangkok, Seoul, Kuala Lumpur and 45 domestic large and medium-sized cities. The Beijing-Guangzhou Railroad and abuilding Wuhan-Guangzhou express railway run through the County. Besides, 107 and 319 State Road cross through, while Beijing-Zhuhai freeway, Changsha-Yongzhou freeway, airport freeway, city-circled freeway interveins in the county. The main road network of the whole county with three in vertical and nine in horizontal has been overall opened, which helps the Xingsha town fully connect with Changsha City and forms the economic circles which are 10 minutes or 30 minutes to the center Xingsha.

Over 30 years of reform and opening-up, Changsha County has been devoted to the economic development and social progress and walks in the forefront of the province in the march of modernization. In 2007, the whole county has completed GDP28.79 billion yuan, increasing by 18.2 percent compared with the same period, which means it maintained high growth in the rate of above 17% for four years. Taking the resident population into account, GDP of the county is 36516 yuan per capita (equaling to 4805 U.S. dollars in annual average exchange rate). The total financial revenue has come to 3.19 billion yuan, increasing by 32.7 percent, of which the local financial revenue is 2.13 billion yuan, increasing by 30.8 percent. The county is the only one listed in Top 100 Counties of China in three aspects in Hunan province, with ranking 37, 94, 58 respectively in the national top 100 of county's economy basic competitive strength, national top 100 of county's economic comprehensive power, national top 100 of comprehensive power of small and medium-sized cities.
