1. To formulate guidelines and policies for the national family planning programs; to draft laws and regulations related to population and family planning; to assist the related departments to formulate social and economic policies so as to promote the implementation of comprehensive approaches for population and family planning programs.
2. To research on national strategies for population development; to enact mid-term and long-term programs and annual plans for the national family planning according to the objectives of population control set by the State Council; to enact development programs for national family planning undertakings; to take charge of national statistics on family planning; organize and implement national sampling surveys on family planning, and participate in analysis and researches on national demographic statistics.
3. To organize the implementation of overall programs for scientific researches on family planning; to organize comprehensive and perspective studies on major population and family planning issues.
4. To formulate national programs for education and publicity on population and family planning; organize and implement national educational and publicity activities on population and family planning.
5. To take charge of technical services of family planning; to formulate programs and standards related to reproduction, fertility regulation and infertility; to assist health departments in implementing programs for enhancing the quality of the population; to guide and supervise technical services and the distribution of contraceptives.
6. To draft budgets and final accounts for family planning administrative expenses and capital constructions of the central government, as well as make plans for contraceptives needed for family planning; and to administer the fiscal affairs and state-owned assets of institutions affiliated to the Commission.
7. To formulate programs for the building, education and training of cadres in the population and family planning institutions and organize implementation accordingly.
8. To be responsible for international exchanges and cooperation in respect of national population and family planning; to take charge of international collaboration projects in population and family planning.
9. To guide the related population and family planning work of social groups.
10. To strengthen strategic and perspective studies on major population and family planning issues in respect of population scale, tendencies, quality, structures etc, so as to promote the implementation of comprehensive approaches for population and family planning program, and facilitate the coordinated and sustainable development of population with economy and society.
11. To increase the formulation of population development programs and policies; to coordinate with related departments in ensuring the work of balancing gender of the population; to promote the development of reproductive health industry.
