To assist the Ministry leaders in handling and coordinating routine work of the Ministry departments; to formulate various rules and regulations and supervise their implementation; to be responsible for the secretarial work for the Ministers and on-duty shift of the Ministry, and make timely reports to the Ministry leaders on important issues and assist in handling emergency and critical events; to take charge of information releasing on inter-provincial environmental disputes, major environmental pollution accidents and ecological damages, nuclear safety accidents, as well as relevant liaison; to draw up annual working plans and summary reports of the Ministry; to draft documents for comprehensive national meetings on environmental protection, as well as other important documents, reports and speeches; to review and verify bulletins and important documents to be released externally in the name of the Ministry; to organize comprehensive and specific investigations and researches and coordinate the Ministry departments in this endeavor; to be responsible for the administrative information of the Ministry and guide the administrative information work of the environment protection institutions; to process incoming documents and telegrams, review, verify or organize the drafting of document to be forwarded in the name of the Ministry or the Administrative Office; to be responsible for the operations and management of the Ministry in respect of documents, telegrams, seals and stamps, confidential work, secrets protection and archives; to guide related work of the environment protection institutions; to organize the supervision and inspection in respect of the implementation of environment protection guidelines, policies, work deployment by the CPC Central Committee and the State Council, as well as the resolutions of the National Environment Protection Work Conference and the Ministry; to collaborate with the General Office of the CPC Central Committee and the General Office of the State Council in the supervision and inspection of the implementation of state environment protection deployment by local CPC committees and governments; to urge the implementation of important directives and assignments of the senior state leaders and the Ministry leaders, to be responsible for the complaint correspondence and visit; to organize the handling of suggestions of NPC representatives and proposals of CPPCC members; to guide the work for complaint correspondence and visit in the environment protection institutions; to be responsible for the administration of the Ministry’s informationizaiton, electronic administration and related open administration; to compile and implement programs for construction of environment information system and guide the construction of national environme

To take part in and coordinate international activities on environment protection; to participate in negotiations of international environment protection treaties; to administer, organize and coordinate domestic implementation and external communications on international treaties of environment protection; to administrate foreign economic cooperation conducted by the environment protection institutions; to undertake the handling of foreign-related environment pollutions and foreign-related environmental affairs; to guide the operations of the P.R.C. Representative Office to UNEP; to undertake communications with international organizations in connection with environment protection; to undertake the daily routines of China Council for International Cooperation on Environment and Development.</p>

To formulate policies, regulations and provisions on the environment supervision and pollutions discharge fee collection and organize implementation accordingly; to guide and coordinate the solution of major environment issues in respect of various localities, local departments and trans-region and trans-drainage areas; to organize the establishment of emergency response plans for major environment pollution accidents and ecology destruction events and take charge of the ensuing investigations and addressing; to be responsible for the related environment emergency response handling of emergency events; to be responsible for administrative targeted inspection on environment protection; to accept and handle the public delation of environment events; to organize the inspection of national law enforcement in respect of environment protection; to guide the building of supervisory forces.</p>

To formulate environment management policies, laws, rules and regulations in respect of environment impact assessment (EIA) system and the "Three Simultaneous" system and organize their implementation; to conduct environment impact assessment on major economic and technical policies, development programs, and major economic development plans; to formulate classification catalogue for environment impact assessment; to take charge of the review and approval of EIA statements on major development and construction activities.</p>

To formulate laws, rules and regulations on pollution prevention and control in respect of atmosphere, water bodies, noise, solid wastes, toxic chemicals and vehicle emissions and organize implementation accordingly; to organize the implementation of environmental management rules such as the application registration of pollution discharges, pollution discharge permits, treatment of pollution sources within specific times and up-to-standard pollutant discharge, operation permit for hazardous wastes, registration for import and export of toxic chemicals, and delegated administrative execution etc.; to supervise and administer the prevention and control of marine environment pollution caused by coastal engineering projects, land-based pollutants, and ship dismantling; to organize the formulation of environmental function zoning; to organize the drafting of pollution prevention plans for national key drainage basins and regions, and supervise their implementation; to be responsible for the approval of the import and export of the wastes to be used as raw materials; to guide the comprehensive treatment of urban and rural environment.</p>

To undertake the administration of institutional establishments and personnel affairs of the Ministry departments; to organize the honoring of environmental protection administrations across the country; to guide the administrative system reform of environment protection institutions and the normalization building.</p>

To formulate regulations and rules in respect of environment protection programs, statistics, budgets, fiscal affairs and investment management; to organize the compilation of national environment protection programs and plans, participate in the compilation of national sustainable development, and administer centrally the coordination, inspection and submission for approval of special environment protection programs and plans; to participate in the formulation of program and plans on national economic and social development, programs on land treatment and application, and programs of eco-environmental development, review and verify the contents of environmental protection in the urban master plans; to be responsible for the external coordination on the control of total pollutants discharge volume; to coordinate centrally the related work on the building of an environment friendly society; to review and verify the fee collection projects of environment protection institutions, manage the undertaking expenses, foreign affairs expenses, S&T expenses, other special and extra-budgetary expenses of the Ministry departments, directly affiliated institutions and external resident agencies; to be responsible for the administration of major environment protection projects subsidized by the state and projects of capacity building for environment protection system; to manage centrally the demonstration projects; to be responsible for the key treatment projects for the key areas and drainage basins recommended by the state policy-oriented banks and handle duty reduction and exemption formalities for environment protection projects; to be responsible for the compilation of (the environment part of) national economic and social development annual plans and the liaison with the NDRC and other departments; to guide the environment statistical work, compile environment status bulletins and annual statistical reports, review and verify the environment statistical information report published to the outside in the name of the Ministry; to administer centrally the capital construction of the Ministry institutions; to be responsible for the daily routine work of Office of Western Region Development, Office of Revitalizing Northeast China and Other Old Industrial Bases, Office of Poverty Alleviation Leading Group and Office of Disorder Control and Burden Alleviation, and take charge of the economic system reform in the environment protection institutions.</p>
