Zixing City lies at the southeast part of Hunan Province, the bordering area of Hunan, Guangdong and Jiangxi Province. It is the forefront of Hunan' s linking with Guangdong, Hang Kong and Macao, and the key base in Chenzhou City for exploring the international markets .It is located at the crucial reception belt for the capital expansion and industrial transfer of the Pearl River Delta. In addition, it is an important city within the "red triangle" economic circle.

The Chen-San Railway links with Jing-Guang Railway. Provincial Highway S322 is connected with National Highway 106and 107. Jing-Zhu Expressway and Zi-Chen-Gui High Grade Highway are the avenues linking the east and west,the south and the north. It is only 25 kilometers from the downtown of Zixing city to the entrance of jing-Zhu

Expressway and takes 18 minutes' car ride. It is 400 kilometers from Guangzhou City, and 300 kilometers from Changsha City and takes about 3 to 4 hours' car ride.

It has been reputed as "town of water, electricity city, capital of coal, sea of forest, amusement park, gene warehouse". The national AAAA-Class Scenic spot- Dongjiang Lake has a water storage of 8.12 billion cubic meters.The hydro and coal-electricity capacity amounts to 1.5 million kilowatts. The coal storage amounts to 300 million tons,with an annual capacity of 3 million tons. The whole city has 10.45 million cubic meters storage of living woods, with annual commercial woods production of 150,000 cubic meters. It is one of the key forestry counties in the country with a forestation rate of 74%. The annual capacity of cement amounts to 3 million tons.

Zixing city City's Dongjiang Development Zone lies within the downtown of Zixing city. It is a provincial development zone approved by Hunan Provincial Government in 1992. The whole zone includes four planned parks: the first is the processing base in the old urban area majoring in "three types of processing plus compensation trades" ; the second is Luowei Foodstuff Industrial Park; the third is tourist recreation zone; the fourth is Jiangbei industrial park.

Preferential land price is provided for extra-large projects .For the projects with an investment value above RBM 10 Million yuan, the city-level profit deduction and reserve from the land acquisition cost is exempted. For temporary land, the acquisition cost can be exempted upon approval. Once going through authentication and appraisal, the land acquisition cost for tourist project development might be collected according to preferential principles otherwise stipulated. The second is the low price of water utilization. The industrial water price is 10% lower than the present regular price. If the water demand is great enough, the enterprises might set up their own water supply systems upon approval (only the water resource cost is collected). The third point is the low price of electricity. The price of industrial electricity usage in the Park and Zone is 10 % lower than the present regular price. Moreover, except routine checkup, the power supply won't be cut all year round. "Two Supports" include the following points. For one thing, it means the social security supporting policy .The social security of new productive enterprises Js allowed to be implemented step by step. For another, it means the financial and tax supporting policy. Apart from the national and provincial related lax preferential policies, the investors also enjoy the local financial department' s tax bonus supporting policy and reduction or exemption of administrative taxes.

The number of social labor force in the city totaled 150, 000, among which the rural labor force is 120,000, the urban one is 30,000.
